how to test brushless motors?

You can't without spending any money.

There are various motor checkers available such as this:

Which will do the job.

AS Dale says, you can'y make the motor run without a speedo. As well as a sophisticated tester Dale links above, you can get one of these...

...which will tell you that the sensors are working correctly. Unless you want to know the actual performance of the motor using a checker, the sensor tester tells you all you really need to know - that the sensors are working correctly and won't damage your speedo. HTH :)

Yes a useful little gadget, saw one of these at the club last week, think I'll pick one up as sensor lead/board issues are usually the issue with brushless motors.

Although it won't tell you that the motor has been in my touring car at 140deg and the coils have vaporised
