That was one of my concerns and why I put "subject to....".
This is the line that corresponds to the number of peeps: -
"the number of drivers that satisfy the point scoring requirements for a Region‟s particular Series will be used as the base figure."
The decision for 2011 was that "best 4 scores from 6". This does set a maximum but not a minimum entry limit in which to be counted as part of the regional scoring.
It comes down to interpretation. Based on the info I have, I can only do it one way.
For me personally, I would like it to be the minimum of 4 entrys as you have put above, but that's not how I interprete it.
On the "4 rounds entered" method: I agree with you - It's 20%, from 9 drivers equals 1.8, rounded up - 2 drivers. You're an F2.
