The axle should come out of the bearings if the drive pin and hex are removed. It sounds like the one that is not moving even when this is done is stuck on the bearings. When you put it all together hex, drive pin wheel and nut the the nut pulls the axle and hex up against the inner of the wheel. If their is any movement on the axle then you may need some small 5mm shims before the hex goes on to the axle to help.
