Do you really need to? Do the regulations state what is 'being able to fit a stick or saddle pack?' If you can put it on top of the chassis plate with double sided tape and close the body, does that count as being able to fit a full size pack? Of course they don't want to, but I would do minimal work to conform to that rule... because it's a bull!*&@ rule!
Another option would be to make the battery stoppers movable to the edges of the chassis (so you CAN fit a stick pack)...
