Gen 3 actually refers to the third generation of Vega Elite, 1st Gen were the original short cars, 2nd Gen were the longer wheelbase cars, raised gearbox and multi cell layout in the case of the 201 and B4.1, Gen 3 is the new range with the "flex" tub with the weight slots and the newer gearbox which is gear diff compatible and screws from the opposite side for easier maintenance.

So yes it may be the first 22, but it is a 3rd generation conversion, so it makes more sense to call it a gen 3.

The arms are flipped to get the motor further back, as you can see in the last pic of the 22 showing the motor to axle position the diff sits really far back in the wishbone, and there is a lot of wishbone in the way off getting the motor back. So to get the motor back and to maintain a sensible amount of driveshaft sweep they needed to be reversed. That way you can bring the diff forward and then the wishbone is no longer in the way
The wheelbase is similar to the stock car.
