Yes you are right - I must have misread it. Even so, we don't know what gearing he was using, lower kV means you can be more flexible with gearing due to the extra torque.
Another reason for using low kV motors is that efficiency is generally higher than high kV motors, and, with a lower voltage battery you should get longer run times providing that you have not changed anything else (so the top speed should be lower than before).
