I can understand your questions but trust me as I trust to Moto-Arena and Siverstone club.

Details are online and will be open to all drivers from 1st october (if places will be available - I'm sure some of you get them as I read some post from invited drivers who don't want honore its) - Just be patient the 1st october

Will they sell the dboots tires on the venue or will I have to buy them in advance???

Yeah I've not booked anything as surely there is no point until the venue is announced, or have I missed something since Moto Arena closed?

It's my understanding that although MA is closed, it is open for special events, ie PetitRC et el.....

It was said in a post on the first page by spenner that if it's not at Moto Arena then it will be at their other venue which is 10mins away from Moto Arena so any hotel for one will be suitable for the other!
