Default I take it my battery is a dud

I got my second orion shorty on Friday. As soon as I plugged in the charger I got a voltage/connection error. I connected my program box and got this image

Try putting it on a Nicad or NIMH charge for no more than 5mins then try and charge again using the normal Lipo setting.

That could be that the charger has not charged one of the cells but if you have already checked that it does look like a battery fault! If it didn't get hot whilst charging then it could be a failed internal connection.

I haven't been able to charge it at all, charger display showed it wouldn't put any voltage in. It sat at 0.00 for 3 seconds then the alarm went off.

Try and charge the low one as a single cell through the 2mm balance port and a 4mm port to see if it recovers. Check which cell it is with voltmeter before trying though and and use say 1 amp on 1s setting checking the + & - before starting.

Wouldn't try the Nicad or NIMH method as the second cell is at 4.17v.

You could try to discharge the 'full' cell via the 2mm port & 4mm down to min then try balance charge

Have you tried discharging it..? Put it on storage discharge...should equalise the cells or try a separate balancer..

not tried this method before and a little confused. How do I find out which cell is low with my meter? Are you saying once ive found out I either plug in the 4mm pos OR the neg ,with the balance 2mm plugged in normally?

I have tried discharge and storage, it will get to 0.3A then alarm goes off.

have had similar happen with packs, i keep a cheap 1 cell charger especially for out of balance recovery. the centre contact may be the live or neutral depending which cell you are charging, if it is the neutral side that is low then the centre will be the live......
the charger i use is set to 500ma and charges via the balance plug. get a 2mm plug and a 4mm socket and make an adaptor lead up otherwise.....

I just suffered the same issue with mine on Sunday. Battery was put into storage a couple of weeks ago and when I stuck it on the charger it kept coming up low voltage. Checked it on another charger and done the same. Turns out its lost a cell.

I have three of these and the other two are fine.

Looks like there could be issues on some of these cells.

Bummer.

If its not the follow above suggestion, there is a good vid on youtube about charging and making up a lead to charge thro center 2mm connector, if i can find it i'll stick it up later.

Make some new charge leads with good connections, and buy a good balance charger

as mentioned previously if packsare new speak to supplier to see if they have had any more issues with these packs
If your program box is accurate and i dont see why its shouldnt be .Then if a cell had failed i would expect the "duff" cell to be well below 3.0 volts or dead at 0 volts

it certainly looks "out of balance by a fair way but not un recoverable

if your charger charges all your other batteries fine then i dont see any reason to point finger at the charger or replace it

poor Connections can make a big difference as recommended check or replace charge leads

failing that ask a freind to try to balance charge it for you which eliminates all your kit totally
regards dave
