Getting this at the top of the page, is something being adjusted or is it my connection ?

and if I go to www.oople.com I get a 403 ? (bet it goes away in a minute)

this is what 1and1 hosting do around renewal time,so you dont get a complete 404 error,and can still use the site.

Was the vBulletin code upgraded, and any customisations lost?
Or has the hosting provider upgraded the PHP version, which has broken it? looks like some paths are incorrect or not as expected.
