Amazingly that's the second time I've said that...
The rule makes no distinction between input voltage, output signal, anything. Technically a voltage regulator shouldn't be allowed as the voltage able to be supplied exceeds original specs.
Having never done a national event I have no idea how actively these rules are enforced, but I've never had a TX checked in any way at a regional.
