Will a 75MHz FM receiver run as a 40MHz FM receiver with 40MHz crystals?

No!

You need a 40mhz receiver with matching crystals.

Also 75mhz is illegal for surface use, i think its illegal full stop in the UK aswell, i read somewhere that the millitary use some of the 75mhz freqs so we cant use it for RC.
